A bit about our panelists:

Dr Stacy Vallis is a lecturer in architecture based at the School of Future Environments, AUT. Her research specialises in sustainable urban transformation in response to natural hazards and supported by the applications of emerging digital technologies in the built environment. Stacy graduated with a PhD in architecture from the University of Auckland in 2020, where she explored the history, heritage, and seismic retrofit of New Zealand's unreinforced masonry precincts. Since completing her studies, Stacy has worked in professional practice in Australia and completed a Postdoctoral Research Fellowship in Digital Futures in Sweden. She has served as the President of ICOMOS Aotearoa New Zealand since 2023 and completed a term as an elected member of the International Board of ICOMOS between 2021-2023. 

Amanda Mulligan is a policy advisor with expertise in historic heritage. Since 2019, Amanda has been a policy advisor at Manatū Taonga Ministry for Culture and Heritage, largely working in place-based heritage policy. Amanda has been the Ministry’s lead advisor on resource management reform for several years, contributing historic heritage advice to the current reforms and the work undertaken by the previous government. Amanda holds qualifications in history, architectural history and building conservation from the University of Canterbury and the University of Melbourne. Starting her heritage career in Melbourne at the Heritage Council of Victoria in 2009, Amanda returned to New Zealand in 2014. She worked at Heritage New Zealand Pouhere Taonga as the Registrar and then at Wellington City Council as a heritage advisor. Amanda was also on the board of ICOMOS Aotearoa NZ from 2016 until last month (October 2024).

Heike Lutz is a building conservation consultant with nearly 40 years of experience in architecture and cultural heritage management. As an accredited Independent Hearings Commissioner and Mediator, she brings expertise in resource management and cultural heritage to numerous Environment Court and council hearings, often serving as an Expert Witness. As the founder of BCon Consultants Ltd, she continues to shape policy and practice in conservation architecture and urban development. Her portfolio includes high-profile heritage projects in New Zealand and abroad. She has served on panels for councils nationwide, contributing to district plan reviews, infrastructure redevelopment, and heritage protection.  Holding a Master of Architecture, Heike has served on the ICOMOS Aotearoa NZ board for 15 years, published peer-reviewed papers, and presented at international conferences.
