Preliminary issues and options outline
MfE has worked with the Chair to prepare the preliminary issues, and options outline the Panel may consider during the course of the review, based on the previously released Cabinet paper. This is information only, and MfE is not seeking feedback on it at this stage.
This outline is focused on issues at a high level and not intended to be comprehensive. Rather, it is intended to stimulate thinking on some of the key issues ahead of the release of an issues and options paper later in the year. The focus may also change, subject to final Cabinet decisions on the scope.
