RMLA and NZPI are pleased to invite you to a talk from Rachel Brooking MP and Amelia Linzey on the Natural and Built Environments Act (NBEA) exposure draft.
This event will follow soon after the release of the NBEA exposure draft, expected by the end of June.
Both Rachel and Amelia were members of the Resource Management Review panel, and were key players in the report’s recommendation to repeal and replace the RMA with new legislation. Rachel Brooking has many years’ experience as a resource management and local government lawyer, and has recently moved into politics as a Labour Party MP. Rachel is also the Deputy Chairperson of the Environment Select Committee. Amelia Linzey has over 25 years’ experience as a planner and is the Group Director of the Advisory Services Group at Beca, and is also a Senior Technical Director in Beca’s planning team.
This will be an excellent opportunity for you to find out first-hand from the experts what the NBEA exposure draft covers and how it is expected to be implemented. Rachel will provide an overview of what the exposure draft covers, and Amelia will give her thoughts and observations on ‘where the legislation is going’, and practical tips on how it might apply in practice.

Rachel Brooking is a list member of the Labour Party, having been elected in the October 2020 election. Rachel is also the Deputy Chairperson of the Environment Select Committee. She is an environmental and local government expert, company director, working mum, and lover of NZ fashion. Before entering politics, Rachel was a lawyer with over 20 years experience in resource management and local government both in the private sector, and for the Parliamentary Commissioner for the Environment. Rachel has a long-standing interest in RMA reform, and in 2020, Rachel was appointed to the independent Randerson Review Panel to advise the Government on RMA reform. Rachel was previously the chair of the Otago/Southland branch of RMLA. Rachel has a particular interest in planning for climate change with both adaptation and mitigation, doing business better, reducing inequality, and embracing Te Tiriti o Waitangi.
Amelia Linzey is Senior Technical Director of the planning team at engineering and planning consultancy Beca. Amelia Linzey commenced her career at Beca in 1997 having completed her Masters of Science in Geography and working for a short period at the Whangarei District Council. Amelia has had a number of roles in Beca, including membership of the Professional Leadership Team for Beca Group, and governance on the Beca Ltd (NZ) board (since 2014). She has worked across a wide range of consenting, strategic and policy projects for a number of clients, including government, private development and infrastructure providers. Amelia has been a member of the Advisory Board for the New Zealand Sustainable Business Council and an editor for the New Zealand Planning Institute’s official journal.
