Consultation on proposed regulation changes for the NZ ETS

The Government reviews regulations under the Climate Change Response Act 2002 every year. Amendments are made when needed to maintain the accuracy of the New Zealand Emissions Trading Scheme (NZ ETS).

Consultation is underway on four proposed amendments to maintain the accuracy of the NZ ETS:

  1. Climate Change (Unit Register) Regulations 2008  – repeal redundant regulation relating to a voluntary emissions offsetting activity during the Kyoto Protocol commitment periods.
  2. Climate Change (Other Removal Activities) Regulations 2009 – update to the regulations to remove the criteria for registering as a participant in relation to specific potent greenhouse gas removal activities.
  3. Climate Change (Stationary Energy and Industrial Processes) Regulations 2009 – update the schedule of emissions factors for natural gas
  4. Climate Change (Liquid Fossil Fuels) Regulations 2008 – change how opt-in airline participants calculate emissions when supplying biofuel.

The consultation opened on 17 March 2022 and closes at 5:00pm on 28 April 2022.
